Board of Directors Meeting Minutes
January 6, 2006
The meeting was called to order at 3:45 p.m. by President Kathy Durham.
In attendance: Kathy Durham, Paula Sandas, Hollis Radin, Larry Kavinoky, Betsy Friebel, and Alexandra McFarland. Absent: Sheila Kothari, John Mark Agosta, Erika Enos.
Minutes of the December 16, 2005 Board Meeting were approved with the change that Kathy, not Alexandra, presented the draft parking permit survey.
Treasurers Report
Our current bank balance is $3946.02. $65 were received in member donations last month and $71.50 was spent for the Ice Cream Social expenses. Most of the CTRA dues are received in March at the Annual Meeting. The bulk of the balance in our account is expected to be used toward landscaping of the traffic circles.
Review of Past Year
The Board briefly reviewed the activities of the past year. During the past year, the Board:
1. Continued to urge the City of PA to implement the traffic calming trial as promised, despite changes in City staff. The much delayed trial is now scheduled to begin in May 2006.
2. Maintained communication link with Stanford regarding the various projects in the works on campus and in the industrial park.
a. held three community meetings regarding the Mayfield Project
b. worked with Stanford to modify the rerouting of the Marguerite to minimize noise and traffic problems.
c. monitored the Munger project on campus and the soccer field development in the industrial park.
3. Monitored the ongoing City of Palo Alto Zoning Ordinance Revision and the City Candidate Forums.
4. Held a Candidates Ice Cream Social and a Civic Affairs Salon.
5. Held two neighborhood picnics and three simultaneous National Night Out events.
6. Started a working group to study possible neighborhood permit parking.
7. Maintained a dialogue with the California Avenue Business District Association.
Board Priorities
Traffic Calming:
CT resident Karie Epstein is working with City Engineer David Stillman to implement the traffic calming trial, which is expected to start in May. Fire trucks were not able to negotiate the test circles at Yale and College and at Yale and Cambridge, so the traffic calming measures at those intersections will need to be redesigned. The City will be hosting a meeting for nearby residents and has asked the CTRA for input on the dates and times. The Board recommended that the meeting be held on Saturday, February 4th in the morning if possible; if not, then during the evening. It was noted that property at Yale and College has recently been sold and that the new owner may not be aware of the project.
Additional funds need to be raised for landscaping of the traffic circles. It was suggested that Canopy be contacted to see if they would be able to accept donations on our behalf.
Nominating Committee:
Sandy Forrest and Betsy Friebel have declined their appointments to the nominating committee. The Board voted to appoint Paula Sandas (outgoing VP) and Lee Rasmussen to the nominating committee in their places. Other members of the nominating committee are: Brent Barker and Ken Van Vleck. Hollis will contact all members of the nominating committee and set up an initial meeting to get the process started.
Parking Committee Task Force:
No update yet. Alexandra will update Board members via e-mail after the next committee meeting.
Stanford Observer:
The Munger project has received County approval.
City Observer:
The Citys retail committee seems to be focusing primarily on downtown and not on California Avenue or Midtown. The CTRA will not be taking any action, but will support efforts by the California Avenue Development Association.
Transit Oriented Development: The Citys proposal for Transit Oriented Development (TOD) for 195 Page Mill Road seems to be only receiving negative comments from people that live across Alma. The CTRA will consider taking a more active, advocacy role to encourage this type of zoning and development that will help sustain our local business district, and will be developing a draft position statement.
Meeting Dates and Deadlines
The next two CTRA board meetings will be held on Monday, February 6, 2006 and Monday, March 6, 2006, beginning at 7:15 p.m. at Kathys house.
The CTRA annual meeting will be held on Saturday, March 18, from 9:30-11 a.m. in the morning. The Newsletter with candidates statements must be distributed two weeks prior to the election, so the deadline for submitting candidate information to Betsy will be February 16, 2006.
The Spring College Terrace Picnic will be held on Earth Day, Saturday, April 22, in the afternoon, and will include a book drive for the CT Library.
