CTRA Board of Directors Meeting

Meeting called to order at 7:30 pm by Vice-President Paula Sandas. A quorum was present.

In attendance: Holly Welstein, Kathy Durham, Alexandra McFarland, Paul Garrett, Grace Liu, Paula Sandas, Erika Enos.
Absent: Jonathan Rabinovitz, Laura Forrest.

 

Minutes from the 12/2/03 meeting were accepted.

 

BOARD PRIORITIES

A. Neighborhood traffic study:

            A draft conceptual plan for traffic calming has been prepared by Kimley-Horn and
            Associates and was presented to the CTTC advisory group at a meeting on December 11.
            The plan includes speed tables, traffic circles, improved signage and other measures.

            Funding could be available from a variety of sources including the original "Mayfield
            deal," Safe Routes to School, citizen donations and PA Public Works. The CTTC will work
            with Kimley-Horn to fine-tune the plan at a future meeting (not yet scheduled) and will
            also work to schedule another community meeting, possibly in mid-February.

 

B. Annual CTRA Meeting:

            Paula moved that the next annual meeting be held Saturday, March 20, 2004. Holly

            seconded and the motion passed unanimously.

 

C. Parking on College Terrace streets:

            Kathy, Alexandra and John Ciccarelli met to review cost estimates and they will try to

            work with PAPD to reduce them to more workable levels.

 

OFFICERS' REPORTS

A. President:

            Kathy has a broken wrist and is scheduled for surgery this week. Paula will "take the

            reins" until she is back up to speed.

 

B. Vice-President:

            Paula noted that the nominating committee must have a list of candidates by the end of

            February. Currently Maritza Frankfurt, Sarah Hainstock and Margaret Miller have

            agreed to serve on the nominating committee. Ideally we would like one or two more

            members, especially someone from the "lower" terrace.

 

            Paula and her brother-in-law have updated and organized our database in various ways

            (by street, by name, etc.) and Paula walked the entire neighborhood (!) to ensure that

            all addresses were included. The board agreed that this information would be treated as
            confidential and that only legitimate uses (e.g. emergency preparedness, official CTRA
            communications) of the database will be permitted, and only by individuals authorized
            by the board.

C. Communications:

            Jonathan has taken a new job and may not be available to do all the tasks he has been

            handling in this position. He will meet with Kathy and Paula to plan a division of labor

            for newsletters and e-news.

 

D. Government/University Observer:

            Paul noted that landscape plants at 2475 Hanover which have died will be replaced.

            The "Got Space?" community group will meet with Paul G. and Kathy on February 6 in

            regards to the soccer fields planned for the Mayfield site.

           

            Kathy noted that final recommendations on the Downtown North traffic calming trial will

            be coming in the next few weeks. Also, the city will hear from the community about the
            Charleston-Arastradero corridor plan next week. The outcomes of these situations will  
            impact our traffic calming efforts.

 

NEXT MEETING:

            The next meeting will be Tuesday, February 3 from 7:15 to 9:00 pm at Kathy's home.
