CTRA Board of Directors Meeting
2/3/04
Meeting called to order at 7:30 pm by President Kathy
Durham.
A quorum was present.
In attendance: Holly Welstein, Kathy Durham, Erika
Enos, Laura Forrest, Grace Liu, Paula Sandas, Paul Garrett, Jonathan Rabinovitz
.
Absent: Alexandra McFarland.
Minuted from the 1/12/04 meeting were accepted as revised.
ANNOUNCEMENTS
Jonathan
advised the board that he will be unable to continue his board responsibilities
effective immediately.
The board
wished him well in his new job.He
left before the meeting got underway.
BOARD PRIORITIES
Neighborhood traffic study:
The
CTTC advisory group will receive very soon a revised conceptual plan for
"Phase 2"
traffic
calming measures in College Terrace (Phase 1 being the 1974 closures.) It will
include 4 traffic circles on College
Ave. which come in a range of prices as well as
measures to slow cars down
on Stanford and California Avenues.
The board discussed a
timeline for
further steps in the process that need to be completed before
implementation of the final traffic management
plan. To ensure that all residents
have
the chance to be
informed and participate, the board will do everything possible to
ensure
that we reach everyone in the neighborhood at each step.
**First,
when the plan is ready, the Traffic Study Advisory Group will schedule several
outreach
meetings to bring the plan to the attention of the neighborhood in small
groups.
These
meetings will both inform residents and gather their feedback.
**Next,
a community-wide presentation will be made at the CTRA annual meeting.
Because
the consultant is unavailable on March 20, Paula moved that we re-
schedule
this meeting for Thursday, March 18 in the evening. Kathy seconded
the motion and it passed on a voice vote.
**Third,
the CTTC will take the labor-intensive step of hand delivering the official
City
of PA surveys on
the CT Traffic Mitigation Trial.
This will be another opportunity to
communicate
directly with CT residents.
Residents then have until a specified date
to mail the enclosed "postcard"
surveys back to the city.
**Finally, the board will sponsor follow-up sessions for those who have questions.
This will allow residents one last chance to be informed before returning their
survey postcards.
OFFICERS' REPORTS
A. President:
Kathy reiterated that the joint community traffic meeting and CTRA annual meeting will
take place Thursday evening, March 18. The board will have one more meeting prior to
that.
B. Vice-President:
Paula
noted that the nominating committee is comprised of Maritza Frankfurt, Sarah
Hainstock, Virginia Ferguson, Emily
Marshall and Margaret Miller. They
are reviewing
all
board positions and recruiting candidates for Treasurer, Social Coordinator and
Communications
Director.
C. Social Coordinator:
Laura
noted that she would be stepping down and that the next Social Coordinator will
have responsibility for
the Spring picnic. The date will
be Saturday, April 10 which is
the
day before Easter and the end of Spring Break for the public schools.
D. Communications:
Kathy
reported that Elliott Margolies has worked on an e-news to go out shortly. It
contains
information about the nominating committee. She will try to pull together
volunteers to put together a print newsletter prior to the annual meeting. If this fails,
the traffic information and annual meeting announcement may be a separate flier.
E. Government/Stanford Observers:
Paul noted that the Stanford Research Park shuttle is running but still not publicized.
Erika
attended the January 21 City Council meeting which concerned the Downtown
North
Traffic Trial. She noted that much
discussion focused on the tradeoffs between
safety
and inconvenience. She also
attended the January 28 Planning Commission ZOU
study session.
NEXT MEETING:
Because
the California Primary election is March 2, we will hold our next meeting on
Monday, March 1
from 7:15 to 9:00 pm.
(If the city
council meeting on that evening is
of
special interest to us, the date will become March 3 and the board will be
notified by
e-mail.)
The meeting will be at Holly's home.
