CTRA Board of Directors Meeting

5/06/04

 

Meeting called to order at 1:15 pm by President Kathy Durham.  A quorum was present.
  In attendance:  Holly Welstein, Paul Garrett, Paula Sandas, Kathy Durham, Sarah Hainstock, Margaret Miller, Betsy Friebel, Erika Enos.
  Absent:  Emily Marshall, Alexandra McFarland.

 

Minutes from the 4/13/04 meeting were accepted as submitted.

 

OFFICERS' REPORTS

Vice President: 

            In the interest of saving time, Paula will report by email on the CT Library Open House
            and the Emergency Preparedness Fair which she attended last month.

 

Treasurer:

            Sarah announced that she will most likely be stepping down as treasurer because she is

            planning to move out of the area.  Grace Liu has not yet transferred banking into Sarah's

            name, and will hold off on this until a replacement treasurer is appointed.  Grace will
            distribute a 2003/2004 4th quarter report and year end summary via email.

 

Communication Director:

            The next CT newsletter will go out Memorial Day Weekend.  Betsy will work with Kathy

            to learn the ropes.  They will contact board members with story requests.  The status of

            the Traffic Study and Traffic Calming plans will be our lead article.  Because the most

            probable date for the next neighborhood-wide traffic meeting is May 25, there will need

            to be a flyer hand delivered the third week in May.

 

Government/Stanford Observers:

            The City of Palo Alto contacted Kathy asking for input from the board as they formulate

            plans to renovate the 3 remaining College Terrace Parks (Werry Park was done in
            2001-2.)  After some discussion, the board agreed that because each park has different
            users, it would be best to have 3 separate neighborhood meetings to gather residents'
            input.  Betsy, Margaret and Paula will follow up with the city.  Kathy suggested

            putting the College Terrace librarian into the loop.

 

            Paul noted that College Ave. is scheduled for resurfacing by the Department of Public

            Works in 2006 or 2007, but he noted that this could be pushed back if other projects
            become pressing.

 

President:

            Kathy distributed the most recent version of "College Terrace Issues and Opportunities"

            and asked all board members to read and comment back to her.  

 

BOARD PRIORITIES

Neighborhood Traffic Study:

            Kathy reported that the Traffic Advisory Group has collected about 130 feedback forms

            over the past month.  They show that the "base plan" is by far the most popular among
            those responding.  However, since there are almost 900 households in College Terrace

            this represents only about 10-15% of households supporting the base plan.  In order to

            solicit feedback from more residents, each board member agreed to speak to neighbors

            this week and return 10 forms to Kathy before the next AG meeting on May 12.  Holly

            will photocopy feedback forms and maps of the 4 plans and make them available this

            afternoon. 

 

            Several board members noted that landscaping of traffic circles, which is not included

            in the consultants plans, may be a "deal-breaker" for resident support.  Any traffic

            circles installed in a trial would not be landscaped, but it may be possible to use

            neighborhood expertise and fundraising to install landscaping if traffic circles are

            ultimately adopted.  City installed irrigation lines would be critical.

 

            A final AG meeting with Joe Kott (PA) and Jim West (Kimley Horn) will

            take place on May 19.  At that time a final plan, or two, will be agreed on as well as a

            survey format.  The board will meet informally  some time after the 19th to be briefed
            on the outcome of that meeting.  The neighborhood meeting to explain the final options
            will take place in late May, most probably on May 25. 

 

NEXT MEETING

            The next meeting will be Thursday, June 3 at 1:00 pm.  The meeting will be at Kathy's
            home.
