CTRA Board of Directors Meeting - 5/7/02




Meeting called to order at 7:30 pm. A quorum was present.

In attendance: Paul Garrett, Kathy Durham, Maritza Frankfurt, Holly Welstein, Jonathan Rabinovitz, Paula Sandas, John Ciccarelli and Alexandra McFarland. Absent: Paul Lomio.

Minutes from the 4/3/02 meeting were accepted as submitted.

The agenda was presented and approved.

OFFICER REPORTS:

  1. President:

    Kathy encouraged the board to identify priorities for the year ahead. A brief brainstorming session resulted in the following:

    • Set up functioning standing committees to assist board and broaden opportunities for leadership in CTRA. (Kathy)
    • Traffic issues (Jonathan)
    • Get more long range information about Stanford's plans so that CTRA is not simply reacting to what happens. Continue building good working relationship with Stanford. (Alexandra)
    • Quality of life impacts for CT residents. (Paula)
    • Continue to build on the good working relationship with Stanford Management Company and continue to explore the "spine road" idea. (Paul G.)
    • Awareness of and input into the urban design of California, Stanford and College Avenues, plus El Camino and eventually into planning for traffic calming. Develop outreach to renters in CT to encourage their involvement and ensure that their views are represented.(John)
    • Emergency preparedness. (Maritza)

  2. Government/University Observer Troika:

    • Kathy and John reported that the traffic data collection by residents went very well. The analysis of this data will be done by the City of Palo Alto (David Stillman and Joe Kott are the staff involved) over the summer months.
    • The El Camino Study is ongoing and a public workshop will be held June 1 at the Mitchell Park Community Center.
    • Alexandra met Andy Coe, the Stanford community relations contact. He has been informed of glitches in the noise hotline and is working on a process to improve the hotline functioning.
    • Alexandra and Kathy attended a Santa Clara County Board of Supervisors meeting addressing the Stanford trails plan. They submitted a letter reiterating CTRA support of a trail north of Page Mill Expressway. Even though it is already many months past the initial deadline, there is no final decision within sight. CTRA will stay involved and informed as Stanford and the county continue to interact on this highly emotional issue.

  3. Communications:

    • Jonathan reported that an update on the traffic study was sent out via the E-Terrace News on 4/24. He proposed, and the board agreed, to put out another E-Terrace News in May and a paper newsletter in June.
    • The new list manager for the CT e-mail group will be John Corelis.
    • Kathy reported that the Friends of the Library had requested a link on our web site. After much discussion, the board agreed not to make decisions on an ad hoc basis, but to try to develop consistent criteria for including links on the CTRA website. These should be related to our organization's stated purpose ("to enable residents to work together to maintain and enhance the quality of life in College Terrace"). Kathy and Jonathan will develop criteria for links to outside groups and report back to the board.
    • Jonathan will contact Pria Graves (who currently hosts the CT web site) as a first step in his efforts to evaluate our web site with regard to cost, timely posting of information (including CTRA Board minutes), and long term stability.

  4. Social:

    Maritza noted that Werry Park had just recently been seeded and although the play structure is open, it will be 4-6 weeks until the grass is ready and a reopening event can take place. The board supported the suggestion to use the reopening as a chance to recognize the volunteer efforts of those who participated in the CT Traffic Survey.

OLD BUSINESS:

Emergency Preparedness: Since Paul L. was absent this will be deferred until the June meeting.

NEXT MEETING:

Tuesday, 6/4/02 from 7:15-9:00 p.m. at Kathy's home, 2039 Dartmouth St.

Agenda items to include: continued discussion of priorities for 2002-3; Emergency Preparedness and organizing by blocks.
