College Terrace Residents’ Association Board of Directors’ Meeting Minutes

June 20, 2006

The meeting was called to order at 7:30 p.m. by President Greg Tanaka.

BOARD PRIORITIES/MAJOR DISCUSSION ITEMS

Welcome Wagon

Items discussed

• What kind of information to disseminate to new Terrace residents
  • Map showing useful landmarks (e.g. fire station, train station?) What is the scope of this map? Only College Terrace? All of Palo Alto?
    • Can we use Google maps?
• Medium of dissemination
  • Web. Only issue is that a third of College Terrace residents do not use the web, so this may not be a viable option
  • Hard copy may be a better option
• Magnetic fridge pads with useful phone numbers
  • Erika to find out the cost of doing this
• Babysitting cooperative
  • John Mark to send email to Caroline Wilder, to get some information on what would be useful
• As a data point, 8 properties closed escrow since March
  • Perhaps Erika can send out some information to these 8 new families, as a trial?
• How do we find new residents who are renters?
  • Can block coordinators forward information on new renters?
• Greg suggested that Erika send out a written proposal for the board to review at the next meeting

Bylaws review committee

• Greg presented hightlights of bylaws action plan document that was distributed electronically prior to meeting
• Board was in agreement with the action plan, except for some minor changes to the "Overall Process" section.
• Board agreed that since most of the committee members were new, it would be useful to send out some historical background information. Kathy to send out this information
• Committee will meet the following Tuesday (6/27)
• Brent Barker offered to be the chairperson for the meeting. However, he will not be there for the first meeting, so Greg will run the meeting on Brent's behalf
• Board will consider a general meeting, if the committee determines that significant changes need to be made to the bylaws

Traffic Calming

• John Mark reported that the city had sent out the documents soliciting bids for installing the College Terrace Traffic Calming measures, but there were no bids submitted prior to the closing date. Therefore, the original late June/early July schedule will not be possible. City staff are pursuing options that would allow construction at the end of summer. Kathy to send relevant information (via email) to Alice, for inclusion in the newsletter.

Outreach

No updates.

Raising funds for landscaping

John Mark suggested scheduling regular open meetings in a public place, e.g. Common Ground

Olmsted Road repaving

Bus route will be changed temporarily due to construction on the Escondido Village ring road. The bus will now run every 15 minutes, all the way along Stanford Avenue. The paving will be done by September 15th. Kathy to send status to Alice, for inclusion in the newsletter.

Parking permits

Task Force is reviewing results of the spring survey and will be drafting a proposal to present to the neighborhood in the fall.

John Mark and Andrea pointed out that the issue of parking permits affects not just College Terrace, but also Escondido, Bing and Stanford. Therefore, we need to view this issue in a larger context. Kathy, Andrea and John Mark to discuss solutions and give suggestions to Stanford

Proposed Pedestrian and Transit Oriented District

The Planning and Transportation Commission has now forwarded its recommendations on this part of the ZOU to the City Council. Greg has been following this issue and will attend the City Council meeting (tentatively scheduled for 6/29).

Proposed Police Building

Most likely site will be on Park Boulevard, near former Agilent building.

The next meeting of the board will take place on Tuesday July 25, at 7:30 pm, at Kathy Durham's home.
