College Terrace Residents’ Association Board of Directors’ Meeting Minutes, June 20, 2007

The meeting was called to order at 7:30 p.m. by President Greg Tanaka.

Directors present: Greg Tanaka, Kathy Durham, John Mark Agosta, Larry Kavinoky, Andrea Cook-Fleming, Susan Rosenberg, Emily Marshall, Steve Woodward, Arun Sastry

Directors absent: None

AGENDA REVIEW

  • Agenda was reviewed and agreed upon by the attendees

MINUTES

  • The minutes of the CTRA board meeting held on 5/23/07 were accepted as circulated by email.
  • Annual Meeting minutes: Board to review the final draft of the Annual Meeting minutes, and send comments to Arun by 6/27. Arun to send final version to Pria on 6/28, for posting on web.

BOARD PRIORITIES/MAJOR DISCUSSION ITEMS

  • Traffic Calming
    • Engineering observations/Data collection
      • John Mark said that there has not been much progress on the CityÕs side, since there was no one to work on this effort after Jim WestÕs contract expired. He suggested that we should analyze the data collected so far, so that we can better articulate our position to other parties.
      • Greg suggested having someone to Òproject manageÓ the traffic calming initiatives, and also be the liaison between the board and the City of Palo Alto.Ê Emily agreed to take on this role for now.
    • Meeting with Gayle/City Engineer
      • Emily volunteered to set up the meeting with Gayle and Jim West, provided that there was another board member to accompany her.
      • John Mark to send email to Gayle, introducing Emily to Gayle.
      • Kathy suggested having a preparatory meeting with John Mark and City Observers prior to meeting with Gayle
    • Compiling Resident Feedback
      • Kathy has an Excel spreadsheet that captures the residentsÕ feedback. She needs help to process the information, to make it presentable to the City.
    • Update to residents
      • Consensus of board members was that before we schedule a neighborhood meeting, there needs to be some progress on the CityÕs side in responding to the input received since the trial began.
  • Permit Parking
    • No updates
  • Communication Improvements
    • Printed newsletter targeted for mid-July
    • E-news: Suggestion: Add a link to the web bulletin board
    • Responding to residents
      • To reduce the turnaround time to email queries sent to the board, Andrea will come up with a Òtriage listÓ, listing owners for each of the most common topics seen in the queries.
    • Increasing readership
      • Suggestion: Have a raffle at the Labor Day picnic to attract new subscribers

    OFFICERS' REPORTS

    • Treasurer update
      • Financial position as of 6/18/07: Cash in bank: $1012.10 (+ $4,000 reserve)
        • Income for first quarter of 2007-08: $175
        • Expenses for first quarter of 2007-08: $0
        • Net income for April 2007 to June 2007: $175
    • Government/University Observers
      • Meeting for Stanford Medical Center/Shopping Center Area Plan input will be held at 6:30 on 6/21. Emily and Susan will attend this meeting.
      • Steve reported that the problem of summer contract crews who are painting Escondido Village apartments is back again this summer. He is working with Stanford University to come up with appropriate verbiage for an official notice that can be used to notify these folks (who are being told by their supervisors to park on College Terrace streets) that they are supposed to park in designated spaces on campus.
    • Social/Building Community
      • Labor Day picnic will be held on Labor Day (Monday 9/3/07) in Werry Park, starting at 4:00 pm
    • Vice-President
      • Emergency Preparedness Booth is being hosted by PAN at the city's Chili Cookoff in Mitchell Park on July 4th. Info to residents will be in next e-news.
      • National Night Out (Tuesday 8/7): The Palo Alto version of this nation-wide event involves neighborhood or block get togethers starting at 6:00 p.m. City Council members and staff visit these events, goal is to encourage neighbors to watch out for each other and build community. Board volunteers hosted these events in different parks in 2005 and 2006.
        • No board members are able to host these events this year, so College Terrace will not be participating.
