CTRA Board of Directors Meeting - 7/9/02




Meeting called to order at 7:15 pm. A quorum was present.

In attendance: Paul Lomio, Kathy Durham, Maritza Frankfurt, Holly Welstein, Jonathan Rabinovitz, Paula Sandas, Paul Garrett, John Ciccarelli. Absent: Alexandra McFarland.

Minutes from the 6/4/02 meeting were accepted as submitted.

The agenda was presented and approved.

OLD BUSINESS: The board continued its discussion of overall goals and specific issues on which to focus in 2002-2003.

A. General Board Goals:

  1. Balance operating expenses with voluntary dues income. Retain remaining portion of original seed money for special projects.
  2. Provide information on neighborhood issues to residents as well as opportunities for feedback, including a periodic neighborhood survey. (Paul L., Holly and Kathy will work on a survey.)
  3. Work toward a more structured system to assist board members and involve more residents in leadership in CTRA. Possible committees include: Traffic Calming, Communications, Emergency Preparedness, Fundraising, Community Garden, Block Coordinators. The bylaws direct the board to create standing committees and appoint chairs. Encourage existing ad hoc groups to define their missions and identify chairs who can then keep the board informed of their work.
  4. All board members will develop goals for their individual positions and send them to Kathy who will compile them.

B. Specific Issues:

  1. Neighborhood traffic study.
  2. Emergency preparedness.
  3. Block coordinators.
  4. El Camino Real design study.
  5. Outreach to renters to encourage their involvement and ensure that their views are represented. (Alexandra, volunteered in absentia, and Paula will present ideas to the board in September.)
OFFICERS' REPORTS:
  1. Treasurer: Paula reported that during the quarter (April-June) she deposited $420.00 in donations and disbursed $224.34 for expenses. Total assets (checking and cash on hand) are $4655.65. She noted that expenses for the June newsletter and flyers had not yet been submitted.

  2. Vice President:
    1. Paul L. reported that the College Terrace Internet Cooperative has incorporated and is now offering Wireless connections at $20.00/month.
    2. There will be a CTRA-ROCS table with handouts at the Labor Day picnic.

  3. Social:

    The ice-cream social at Werry Park was moderately well attended. Maritza reminded everyone of the Labor Day picnic coming on Sept. 2. She will distribute flyers since the September newsletter will come out after the 2nd.

  4. Communications: Jonathan reported that the next E-news will appear in August. By mid-August he will decide on topics for the September newsletter which will come out in the middle of the month.

  5. Government/University Observer Troika:
    1. Paul G. noted that construction at 2475 Hanover continues according to the SMC schedule.
    2. Kathy reminded us that the Light Manufacturing Zone focus group which covers the Stanford Research Park will be having another meeting which she and Paul G. may attend.
    3. John reported that consultants for the El Camino Real design study will present a "master schematic" to the city council this week.
    4. John noted that the Palo Alto Bike Plan (draft) and traffic calming efforts appear to be coordinated at the city level.
    5. Now that the ACCESS database software is figured out, the traffic count data should soon be analyzed.
    6. Kathy reported that discussion of the Stanford trails plans has moved from the general public to university and government lawyers.
    7. The Escondido Village construction project is very active.

NEXT MEETING:

The board will not meet formally in August. Instead, we will meet at 6:00pm on Tuesday, 8/6/02 at the corner of Hanover and California for a CollegeTerraceWalks! trek to Bol Park where there will be a 6:30 concert.

The next board meeting will be Tuesday, 9/10/02 from 7:15-9:00 p.m. at Kathy's home.
