CTRA Board of Directors Meeting

Meeting called to order at 7:15 pm.  A quorum was present.

In attendance:  Kathy Durham, Laura Forrest, Holly Welstein, Erika Enos, Paul Garrett, Grace Liu, Alexandra McFarland, Jonathan Rabinovitz.  Absent:  Paula Sandas.

 

Minutes from the 7/22/03 meeting were accepted.

 

BOARD PRIORITIES

A.   Neighborhood traffic study:

     Grace noted that the CTTC met with Joe Kott and the consultants in late August to discuss the process and sketch out a rough time line for developing a traffic calming plan.  The traffic committee has begun forming an advisory group of neighborhood residents and is looking for a few more participants to ensure representation from all parts of College   Terrace.  Also, an article discussing traffic calming in Palo Alto will appear shortly in the SJ Mercury News.

 

B.   Parking on College Terrace streets:

     Alexandra will meet with representatives from Stanford and PA Police Department to put together options to present to the public.  Community  working groups  will be held beginning in late October.  Alexandra agreed to brief the CT Traffic Committee at one of their monthly meetings. 

 

C.   Zoning Ordinance Update:

     There will be a public meeting/workshop on Saturday, September 6.  Erika has agreed to   attend and will report back to the board. 

 

OFFICERS' REPORTS

A.   Social Coordinator:

     Laura reported that the Labor Day picnic came in on budget.  There are paper goods remaining for our next event. 

 

B.   President:

     Kathy asked all board members to review, by September 15, the CTRA Issues and   Opportunities paper from October 2001 in order to update it for distribution to candidates for City Council prior to the October candidates forum.  She and Jonathan will meet during the last week in September to rewrite, and the board will then consider the revisions at the next board meeting. 

 

     Palo Alto Neighborhoods (PAN) will host an Election Forum on October 2.  PAN has compiled a list of candidate questions which Kathy e-mailed to board members for comment (by September 4.) 

 

     Kathy reported that she had been approached by supporters of Measure B (anti-

     fluoridation) requesting a chance to participate in our CTRA election event on October

     12.  After discussion, the board decided that we would welcome representatives from both sides of the issue to distribute their printed materials, but if no opponents of the measure were available to come we would not allow just one side of the issue to be presented. 

 

C.   Vice President (in absentia):

     Paul Garrett mentioned that Abby Boyd, former librarian at CT Library, expressed  thanks for the community support and e-mails that were influential in stopping a plan   to further reduce hours at our branch library.  She suggested having a regular feature in the CTRA newsletter and periodic features on our e-news highlighting library news and services.  The board supported this idea and Jonathan will include a piece about the DVDs available for check-out.

 

     The board approved spending $150.00 on food (perhaps ice-cream) at the CT candidate forum to be held October 11 in the park adjacent to the CT Library.  All board members will make an effort to encourage neighbors to attend!  Laura suggested that we have voter registration forms available and Kathy will look into this.

 

D.   Treasurer:

     Grace reported that the list of donors has been updated and that renewal letters had gone out.  The letters did not list date of last donation, so there was some negative response from people who had donated recently.  In the future we will try to keep track of this. 

    

E.   Communication Director:

     In response to our requests for help getting out the last newsletter, three new volunteers (Peg Cameron, Simon Firth and Elliot Margolies) have contacted Jonathan.  The board discussed timing for the next newsletter and will make a decision at the October board meeting.  The next e-news will contain notice of fireworks at Stanford, the culvert      project, DVDs at the library, E-scrip, our candidate forum and Harmony Bakery's plans.

 

F.   Government/University Observers:

     Paul noted that the occupants of 2475 Hanover have not moved in yet and shuttle operation will begin after this occurs.  The SEIR meeting date for the Mayfield plan has not been set yet. 

 

     Several residents have noted that some CT intersections do not have ADA compliant cuts at the curb (e.g. Williams and Yale at College.)  The city is more likely to respond to this     if they receive multiple complaints, so board members are encouraged to contact council members or public works and also to encourage CT residents who are concerned to do the same.

 

     Alexandra noted that Stanford's work on storm culverts along Stanford Ave. will occur in late September or October.  Construction traffic should not spill over onto Stanford Ave.  Also, Stanford will have fireworks at its football game September 6 and we will alert residents beforehand in an e-news.

 

NEXT MEETING:

     The next meeting will be Wednesday, October 8 (since Tuesday is a school holiday and also the statewide recall election) from 7:15 to 9:00pm at Kathy's home.
