CTRA Board of Directors Meeting - 10/1/02




Meeting called to order at 7:15 pm. A quorum was present.

Kathy Durham, Alexandra McFarland, Maritza Frankfurt, Jonathan Rabinovitz, Paul Lomio, Paul Garrett, John Ciccarelli, Holly Welstein. Absent: Paula Sandas.

Minutes from the 9/10/02 meeting were accepted as amended.

The agenda was presented and approved.

ANNOUNCEMENTS:

John Ciccarelli announced to the board that he would not be able to continue on in his position as Government Observer. He will continue to report to us on the El Camino Real Study and Bicycle Task Force only.

OLD BUSINESS

Alexandra distributed a short "job description" to be used by board members as we try to recruit one or more CT residents to monitor meetings related to the Palo Alto Zoning Ordinance update. This is more needed than before in light of John's resignation.

OFFICER'S REPORTS

  • Treasurer:
    Paula will submit a report by email prior to the next meeting.

  • Vice President:

    1. Paul L. noted that the traffic cut through analysis is underway.

    2. The city is forming a Utilities focus group which will consider, among other things, the location and construction of a water storage tank. Paul will represent CT and keep us informed as this group meets.

    3. College Terrace Walks! has two walks scheduled for October. On October 5 there will be a walk and tour of the College Terrace Library. On October 31 there will be a walk to view the pumpkins carved for a Stanford class (Art 60).

  • Government/University Observer Troika:

    1. Paul G. reported no current complaints or crises related to the active and ongoing work at the Hanover St. construction site.

    2. John recapped activities relating to the the El Camino Real Study. The CTRA sponsored presentation on September 22 was well received. New information presented at the community workshop on September 28 included a revised map and an initial cost estimate of $30 million for the entire Palo Alto length of El Camino Real. The advisory group will continue to meet in the next few months. Kathy reported that she and Doug Moran (representing the Barron Park association) will meet with city personnel and consultants to offer feedback. Kathy and Maritza suggested that as the study nears completion it would be beneficial for residents to meet with planning commission and city council members.

    3. John proposed meeting with Steve Emslie and Bill Phillips about developing a bikeway that would connect College Terrace with Barron Park through private property.

    4. The board discussed requests from other P.A. neighborhood groups for statements of solidarity regarding the SOFA II plan and Hyatt property redevelopment. We agreed that our support should be for inclusive process in decision making as opposed to taking sides for or against specific projects that are not directly related to College Terrace.

    5. The board discussed neighborhood feedback to the beginning of the recycling cart pilot program. A common comment was that the very large carts may be difficult to fit in many College Terrace lots.

    6. Alexandra reviewed recent work on the edge of the Stanford campus. The Escondido Village parking and the drainage ditch improvements were not well coordinated. The new apartment buildings will probably open in early November and there will be a community open house this fall. The board agreed that in light of the extensive changes fronting Stanford Ave. it would be a good idea to discuss with Stanford a plan for a visual buffer.

  • Communications:

    1. Jonathan is planning our next newsletter (tentative date 10/25) which will include stories on the traffic analysis (Paul L.), El Camino Real study (John C.), and Trees for El Camino (Susan R.). The next E-news will appear October 10.

    2. Holly explained that Pria is now posting minutes on the CTRA website. The minutes will no longer include addresses of meeting places because of this.

NEXT MEETING:

The next board meeting will be Tuesday, 11/5/02 (Election Day) from 7:15 -9:00 p.m. at Kathy's home.
