CTRA Board of Directors Meeting - 11/05/02
Meeting called to order at 7:00 pm. A quorum was present.
In attendance: Kathy Durham, Alexandra McFarland, Paul Lomio,
Jonathan Rabinovitz, Holly Welstein.
Absent: Paula Sandas, Maritza
Frankfurt,
Paul Garrett.
Minutes from the 10/1/02 meeting were accepted as amended.
The agenda was presented and approved.
BOARD PRIORITIES:
- Housing/Zoning Ordinance:
- Board members discussed efforts to recruit a community member to serve
as a city government observer, especially with respect to Zoning and
Housing issues. Kathy reported on another neighborhood association's
creation of a Civic Affairs committee.
- The PA City Council will be meeting 11/12 to vote on the Housing
Element portion of the Update of the Comprehensive Plan, which
identifies possible sites for development which would include
affordable housing.
- El Camino Real Redesign Project:
On 11/19 there will be a Planning and Transportation Commission
study session at which staff will present their report to the
Commission. We will continue to encourage College Terrace residents
to be involved in this process since improvements to El Camino Real
will have a big impact on our neighborhood.
- Emergency Preparedness:
There will be a citywide meeting concerning emergency
preparedness on 12/3. The board agreed that our neighborhood should
be represented, and Paul L. or Kathy D. will attend or recruit a CT
resident to do so.
OFFICER'S REPORTS:
- Treasurer:
- Kathy reported that Paula has requested permission to obtain a
deposit card for the CTRA account at Bank of the West. This card
would allow her or Paul L. (the only two signatories) the convenience
of making deposits at automatic teller machines. It does not allow
for any withdrawals or point of sale purchases; its only use is for
deposits. The board discussed and approved this request.
- Paula submitted a Treasurer's report via email prior to the
meeting. As of 9/30/02 there is an operating total of $253.17 and
$4000.00 in reserves.
- Communications:
- The next newsletter will be ready sometime during the weekend of 11/9.
- The next e-news will go out 11/14.
- Paul L. will take on the responsibility of responding to
general questions from the public that are addressed to the board at
board@ctra.org.
- Government/University Observer:
- Kathy reported that the owner of 601 California Ave. has
expressed interest in meeting with members of CTRA and others to
discuss the future development in the research park. Topics might
include tree planting, landscaping, a possible spine road and the
Yale/California intersection. Alexandra and Paul L. expressed
interest, dependent on time constraints.
- Alexandra reported that she met with Andy Coe of Stanford to
express neighborhood concerns about the various construction projects
that have been ongoing northwest of Stanford Ave. over the past year.
He mentioned the possibility of putting together a land use forum for
the university and the neighborhood to assure a smoother process for
future development along Stanford Ave. Alexandra will report back on
this if and when it materializes.
- Stanford will hold an open house at the new residential
building in Escondido Village on 11/16. Landscape architects will be
at the open house to receive feedback from CT residents about the
screening plantings that have been installed.
NEXT MEETING:
The next board meeting will be Tuesday, 12/3/02 from 7:15 -9:00
p.m. at Kathy's home.
