CTRA Board of Directors Meeting - 12/03/02




Meeting called to order at 7:15 pm. A quorum was present.

In attendance: Paul Garrett, Paula Sandas, Kathy Durham, Maritza Frankfurt, Jonathan Rabinovitz, Holly Welstein.
Absent: Paul Lomio, Alexandra McFarland.

Minutes from the 11/02/02 meeting were accepted as amended.

The agenda was presented and approved.

BOARD PRIORITIES:

  • Housing/Zoning Update:

    The board is still searching for a volunteer to serve as an observer of the discussions relating to the Zoning Ordinance update. Paul G. attended the City Council meeting of 12/02 where the Housing Element and Housing Site Inventory were approved. He and Kathy communicated with City Council members, urging them to continue Palo Alto's longstanding commitment to affordable housing.

  • El Camino Real Redesign Project:

    Kathy shared information and handouts about the three design alternatives presented at the 11/19 Planning Commission Study Session. Two of them reduce the number of traffic lanes from 6 to 4 for portions of ECR that border College Terrace but would maintain cpapcity for handling peak period vehicle volumes. All three of them call for a redesigned Stanford Ave. - El Camino Real intersection that would increase bicycle and pedestrian safety.

  • Emergency Preparedness:

    Paul L. is attending the citywide meeting and will report back to the board next month.

OFFICER'S REPORTS:

  • Treasurer:
    Paula reported that our current operating budget balance is $894.67, with an additional $4000.00 in our capital reserve fund.

  • President:
    Kathy noted that the bylaws require the appointment of a nominating committee. Jonathan moved that the board appoint Erika Enos to chair a nominating committee and authorize her to approach Sarah Hainstock, Amy Larson, Tom Schmutz, Emily Marshall, Laura Forest, Jeannette Jenkins, David Olerich, Jill Olerich and any other CT residents with interest to participate on the committee. Maritza seconded the motion and it was passed by voice vote.

  • Communications:
    The next Newsletter will be in January. Jonathan will send an e-news in December to announce the nominating committee and send holiday greetings.

  • Social:
    The Werry Park drain settings are being redone to solve the drainage problems in the renovated park. The park will not be closed during this work; only the affected areas will be fenced off.

  • Government/University Observer:

    1. Paul G. noted that the 2475 Hanover work schedule for December is up on their website. The planting phase of landscaping has begun, including trees in 24" boxes.

    2. Paul G., Paul L., Kathy, John C. and Pria Graves attended a cordial meeting with two representatives of the building at 601 California (Todd Arres and Marc Smith.) The discussed current concerns such as lighting and parking facing California Ave. as well as more long range topics such as development of a core road through the park, use of a shuttle bus and landscaping.

    3. Kathy reported for Alexandra that the temporary construction parking lot at Escondido Village, across from Oberlin St., will be dismantled on January 29. The land will be planted with wildflower seed.

NEXT MEETING:

The next board meeting will be Tuesday, 1/7/03 from 7:15 -9:00 p.m. at Kathy's home.
